Requirements: A minimum of bachelor Degree in Social Sciences or related area. In addition candidates should have strong interpersonal and communication skills, organizational skills, negotiating skills; should be assertive and pro-active. Knowledge of computerized Human Resources record system is essential.
Experience: Candidates should have at least six months on-the-job training in University’s employment policies, practices and procedures.
Duties: The successful candidate shall be expected to: (1) advise departments and faculties on the application of the University’s General Conditions of Service; (ii) implement the University’s procedures for the recruitment of staff and provides professional and administrative support to appointment and selection committees; (iii) ensure that new employees complete recruitment formalities and contracts and assist with the induction of new employees; (iv) work closely with departments and faculties on the identification of manpower requirements and training and development needs; (v) assist with the development of manpower budgets and estimates and the preparation of manpower forecasts and statistics; (vi) supervise the accurate maintenance of computerized HR record systems and prepares statistical reports and analysis as required; (vii) establish and ensure implementation of filing and record systems; (viii) attend to and resolve employee complaints and grievances; (ix) prepare draft appointment, promotion, transfer, dismissal, etc. letters as directed in accordance with Human Resource policies; (x) process and review applications in terms of the University’s various welfare, allowance and benefits schemes and authorize applications within delegated authorities; coordinate performance management reviews and assists user departments with the implementation of performance management systems.
